Public Monitoring and Awareness for Effective and Inclusive Police Reforms

On April 4, 2025, the “Social Justice” NGO and the “Armenian Lawyers Association” NGO signed a collaboration agreement within the scope of the EU-funded “Justice Reforms Monitoring in Armenia” project, as a consequence of which the “Public Monitoring and Awareness for Effective and Inclusive Police Reforms” sub-grant program would be implemented.

The project will strengthen civil society’s role in monitoring police reforms in the Republic of Armenia through evidence-based assessment, structured dialogue, and public awareness. It aims to enhance transparency and accountability in police institutions and promote public participation and trust in law enforcement agencies.

Main objectives of the sub-grant:

  • Implement independent monitoring of the Police Reform Implementation Strategy and its 2024-2026 Action Plan
  • Promote structured dialogue between civil society and state institutions
  • Increase public awareness and engagement in police reform discussions

Key activities:

  • Develop a comprehensive monitoring report with policy recommendations on the implementation of the strategy
  • Organize four focus group discussions and two public-private dialogue events
  • Publish 16 media articles and visual materials on the progress of police reforms
  • Organize a nationwide creative competition for youth on policing and human rights

Expected impact:

The project will empower civil society to influence police reform implementation, establish sustainable engagement mechanisms between stakeholders, and increase public awareness about ongoing reforms. Through independent oversight and constructive recommendations, it will contribute to more accountable and citizen-centered police institutions while reinforcing public trust in law enforcement.
